Well the obvious- It looks like the inner material was surrounded by the outer layer over time.
Any way for you to do a hardness test? Will the inner or outer material scratch Glass?
The outer looks like Quartz or Calcite and the hardness of Quartz will scratch glass.
One way to identify rocks is to find out the hardness. There are charts online that group the hardness of rocks and Minerals from 1 to 10. Diamond being a ten.
 
The crystalizatiom would indicate heat and pressure. The outer layer looks like it sat in some kind of hot sping. All the tiny nodules
