Is it 2 separate chambers in it? If it has only chamber I would say it's a powder flask. The spout is there to stick in end of barrel to quickly load your black powder charge into the barrel. Neat piece! Thanks for sharing.I have picked this up recently. It appears to be a speed loader and has an opening for .69 caliber ball. Marked US. Copper. Any information would be appreciated.

Can’t fill through large hole as it’s a blind chamber separate from the powderDefinitely powder flask.
