Im getting in to this late but here is my two cents worth. ALL PROPERTY is owned by someone. Two people have the authority to grant permission or deny, the owner or an agent for the owner. An agent in this case would/should be an on site manager.
Keep in mind if caught detecting without either written or verbal permission could result in trespassing charges or possibly theft charges if you have TAKEN anything with VALUE. As stated above I would rather ask and be told not to than get caught and face charges.
