My brother in law found this in his backyard in upper state N.Y. (Berlin). About the size of a quarter, maybe a little larger. Any idears???

Is there writing on the inside tag? I think it is a pivoting top or lid but not sure what, yet.
No writing anywhere on it. I believe it’s brass. Has what appears to be clusters of grapes & grape leaves around the outer edge. The figure in the middle holding maybe a rifle, bat or something else. The hat is kinda pilgrim style, and possibly balloon pants. I’m kinda reaching on all of that…
 
With the greenish “rust” I lean towards copper. Is it possible that the other half may still be nearby? Im a bit confused, the attachment hole is at the bottom so if a chain was used to carry then the image would be upside down. Interesting little find.
Object being carried is held like a rifle so thinking its a pilgrim figure…..

No other pieces around it that we know of. I’m thinking perhaps it was a cover to something. It looks “Pilgrim-ish”. Quite baffling.
 
I hope you don't mind but I took the liberty of editing your pictures a little. Not that it helps me ID it but I noticed that when the figure is straight up and down the loop is off set a little. I also get the feeling that the pad on the backside may have been used to seal whatever
the item was attached to. On another note it looks like the figure's face is looking at you.

Good observation….. but, if the loop is directly in the 6:00 position then the guy is walking uphill. This mystery may never be solved!!!! 😂
 
Could it be the Lucky Charms guy packing some heat??? Sorry. 😂😂
 
Here are two pictures of a button with a motif similar to the one on your piece. The "Feine Quality" backmark makes it German. I strongly think your piece is a swing lid to a powder, shot, or a combination powder. shot flask.
