Just bought a Minelab Sovereign (older one) and I'm lost!

Turn Volume all the way clockwise, Sens at about 11-12 oclock and threshold, which is the bottom right hand knob, so you can just barely hear the threshold hum. Make sure you have it in Disc and do like Rick says. Remember, the Sens works counterclockwise to increase sens. If you have been turning it all the way Clockwise, you have been Reducing the sensitivity. Flip the top 2 toggles down.
Good luck! Meter should settle down a bit. Swing low and slow.
 
I guess you need a really good set of headphones like the Rat phones, they have really good volume, I can't turn ine up anywhere near maximum and I have a hearing loss. These are the latest model, I don't know about older models. Bill
