What do you mean, the first? Lots of people have been doing it. They even sell machines that will sort them for you. Quite a few youtube vids on the subject. If you like you can just buy them on ebay and now some bullion dealers are selling them.

Ok, I'll bite. WHY ? Why are they bothering? I mean, if it's illegal to melt down for their .02c value, then why bother? Or are they gambling that someday in the future:

a) the govt. will lift that restriction, and
b) that the price of copper will rise

There are peolpe out there that want them for whatever reason. People think baseball cards are valueable. To me a baseball card is worthless.

Inflation will always climb. as inflation goes up so does the value of copper pennies. Please don't save them. That way there will be more for me.
