FOUND TODAY I THINK ITS COPPER LOOK LIKE IT COULD GO ON END OF FLAG POLE OR SOMETHING THANK YOU FOR ANY HELP. JC
 
I have been told these were fastened to the bottom end of the flag staff. It fit into a "frog" belt that helped tranfer the flags weight. It was easy to move up and down for different salutes.
