Okay, I got pretty much what I thought I would get from this post, "Long Handle Diggers Are Bad Ideas In City Parks".
Now, I'm sure they're plenty of other places it will get used.

So, far I have gone through three basic designs,
Version 1 was a 5" digger (to big didn't work)
Version 2 was a 3" digger (to small)
Version 3 is 3-1/2" and seems to be a good size.

Seeing how I have two brothers that also metal detect I made two extras, with slight design changes,
So, That means that they're three different versions of version 3,

Version 3 Red handle no grips (yet)
Version 3.1 un-painted handle with grips,
Version 3.2 Red handle and grips.

Hi Elton,

Well, in about the middle of the video (the serious part) the digger is in real use. The digger has a ram in it, on the top of the ram there is a guide rod that fits in the lower part of the handle shaft, (that's why the handle is offset to one side of the digger)
Now the digger has a slot cut it the side that has a foot peg that sticks out, the foot peg is also welded to the top of the ram,
When the digger is plunged in the ground the dirt plug raises the ram, then with your foot on the foot peg you pull the up on the handle and thus push the ram down pushing out the plug.

Below is the link to the video again, notice the first plug I take (real world) you can see me push the plug out on the ground, the same is true for putting the plug back in the hole.

What I've been doing is pinpointing the target with my metal detector and mark the center of the target with a bright colored golf tee,
Then I place the digger over the golf tee, the ram has a good size sight hole in its center that you can see from the top, so center the sight hole over the top of the golf tee, (this is one of the design improvements I mentioned early in the video)
Plunge it in the ground,
Twist it a half turn and remove the plug,
Lay the digger and the plug down and use the detector to check and see if the target came out with the plug, or left in the ground.
If its in the ground then I use the Pro-Pointer and small hand tools to finish the dig,
If the target is in the plug, then I push it out of the digger, use my Pro-pointer and work up from the bottom the plug. I use a soil knife to cut thin slices of the plug off the bottom and let them fall into the hole. Once the target is retrieved then its a simple task of just taking your hand and putting the remaining part of the plug back into the hole, press it down with your foot, brush the grass a little bit and presto!

I tried to use the Video tags but they didn't work for some reason, maybe because the video is uploaded to my own FTP web space and not Youtube? When you click the link a message box will appear with options to "Open" "Save" or Cancel just click run, unless for some reason you want to save the video.

Opps!
I proof read and I proof read, I edit and re-edit and I still finid mistakes.
The option on the video message box is "Open" "Save" and Cancel, but there isn't a run option to select, I was supposed to have stated to just click the "Open" option.

I think your design it top notch for sure. I'm sure with permission on private property you would easily get the go ahead for it's use.

unfortunately for us,it is "much" easier for people in authority to
just say "no digging" period,then it is for them to say "cover your holes"
and "that" IS the dilemma,because the "no digging" directive is easily justified!
just sayin"!

I got permission yesterday because I showed the lady my tool for "popping" targets - not digging targets. But I didn't say I could "pop" every target. This is why I always position my back toward the house as I recover targets. It's true that I can "pop" targets. But on deep ones I dig a 3 sided square flap about 4 x 4 inches.

Before the long handled plugger came along I did most of my digging by "Popping" the target out of the ground and below is the only digging tools I used, no matter what the target, or how deep.

No rocks for the long handled plugger? (large rocks and good sized roots will stop the plugger from going in the ground)

Yes!!!! This is what I've always believed. The lowly thin blade screwdriver can become a shovel of sorts with the "V" cut. I was approached by the Administrator of ALL the schools in my favorite area and all he did was tell me not to dig too deeply because they are now installing FIBER OPTIC CABLES for security and computer use and when he saw my thin screwdriver all he said was "I don't think that will cause any problems." Right then and there, I knew the correct tools and also understood their concerns.
 
Something like that used to be marketed back in the 80's, as I recall.
Today, it would be best kept out of the parks, as you've surmised.

That creative talent of yours is fantastic.
