The Booker T Washington was a giveaway token from a gas station. Sometimes they were just freebies, or like yours, were game tokens. Collect the set and get free gas or other prizes. I have a neat one from a now defunct tire company here in town. This was before everything cost so much and everything turned to paper and scratch off format. Lots of them did it back in the day - yours was from Shell (obviously) in the 70's, unless I miss my guess. It look finely struck and may have been cupronickle, but is most likely pot metal or aluminum.

I really like the watch fob too, That was my guess, or a button hanger. I first thought pinback, until I saw the broken off hanger segment at the top..
