That's what my dad thought it might be: a sash opener. But, as you said, they look a bit different.Back in the 1950's I was in an old grade school. There were poles with a metal hook on the end they used to open a latch and pull open an upper row of widows in a class room to let the heat out it it got hot. The end does not look the same but it I would think it was once on a pole.
