Looks like some kind of hammer/chipper thing with a hole where the handle would been.

JVR, I found one similiar to it. I have one I found on the farm here. Probably hand made but I don't know it's specific use.

That looks like a rocker arm for some type of older machine.

Looks like a hammer head to me, a very old hammer head.

I see the handle hole but I also see the head has a round hole thru it (90° to the other), I lean towards the rocker arm or some type of a valve.
