Mr. XXXXXXX,
Based on examination of the lamp it appears to have experienced an end of life event.
UL is aware this scenario is known to sometimes occur at the end of the product’s life. At end of life, one or more of the electronic components inside the self-ballasted lamp no longer functions, which may result in an odor, smoke, or darkening or deformation of the plastic enclosure. UL 1993 the Standard for Self-Ballasted Lamps and Lamp Adapters requires the use of special flame retardant plastics in the base that will not burn or drop particles when this type of event occurs.
In 2012 new requirements were added to UL1993 that test for this type of event. This lamp was made in 2010 and complies with the requirements at the time it was made.

Thank you for bringing this matter to our attention and assisting us in maintaining the UL Public Safety Mission. We would encourage you to bring to our attention any other situations that you may come across in the future which involve products bearing references to Underwriters Laboratories. Reports from sources outside of UL are a valuable resource utilized to promote public safety and to maintain the integrity of our UL Marks.
