CW Era Compass Face

I found this face of a compass many years ago near Manassas (VA). Other CW relics were found in the same location so I know it is CW era.
I have never been able to find out anything about it. The eagle looks Federal. The other object to the right is a nickel for size representation. Note the Fleur de lis used for North.
Can anyone help?
