Bird Band?

I found this bird band this spring in a rural area of northern Minnesota. It is not a Federal band. The Minnesota DNR doesn't seem to know anything about it. I have contacted National Band and Tag Co. because it appears to be a riveted band that they manufacture,but I have come up empty handed with no clue as to it's origin or purpose.Anyone have a clue as to how to further Identify this band?

Find someone that races pigeons and see if it's something they may use.
