Any idea what this is?

Have no idea on this one, found in an area we found two rosettes and buttons from war of 1812. It is 4” in length, and made of brass with a thin liner inside running the length. Both tabs have a hole to pin it to something. There is a V stamped on bottom side in two places and no other markings. Any ideas appreciated.
