Nice find!
It's certainly federal, but I think Juno could be wrong. That style eagle is generally prewar. Akin to those early buttons you dig. Notice the eagle is facing to the viewers left, also it's style. I'd say 1850-1860.
Yes, it likely came off a carpet bag. And yes old carpet bags were used during and after the war.
Carpet bags look like "tool bags" of today. Sorta like a bowling ball bag. Thay usually had flat bottoms, opened at the top and had two carrying handles that came together.
