Google ( Replacing minelab explorer camlocks) and a video will come up showing how to replace the rubber camlock that fails in explorers and etrac. Same process,very easy and I've changed alot of them over the years. Takes about 10 minutes at best.
The etrac is still in production so it should be easy enough to get them from minelab, or possibly a aftermarket rubber camlock. I think I paid $7 for the last one I bought. Nothing wrong with your rod ,why buy another when you can cheaply and easily fix yours.
I just looked and Joanne allen in the uk has them in stock for $8 from what I saw. Pm me and I'll send you the link, can't seem to post it here

I took mine apart and using some double-backed, thin, rubber gasket material to stick on the red rubber retainer, and then just stuck the metal plate to that. One of mine was missing the metal plate, and wouldn't hold the lower at all. I cut a new plate from an aluminum can, and used some of the gasket to hold it in place. Here are a couple of photos...

You can see how rough the parts were. The red "brake" was missing the metal plate that the lever presses against.

This is the double-backed gasket material I used to hold my "new" plate to the "brake". Had it laying around from another project.

This is where the gasket material goes. The white paper was removed so the "plate" cut from an aluminum can, will stick.

Then it's just a matter of reassembling the parts. Once it was done. It held as good, or better, than new. Sorry for the crappy phone photos, but hopefully you get the idea...
 
What I did was cut a thin strip of duck tape and attached it to the lower rod right below where I would place the upper rod. Then I pushed the upper rod into the tape and it stays pretty well. I’ll add pictures later.
