OK, here is some kind of wrench I think. Came from around an old fort area. I swear I have seen one before. Could date as far back as 1850 or so, up to about 1960. It is Brass. Hep me Hep me!

I do not know what u have there, but Iwill comment on your pictures ,and the time it took u to measure everything, "Thats a great effort." If it is brass, no sparks, no boom, no clue sorry................
 
Shoot, it was on 1/4 inch graph paper, so I counted squares. Besides, if I didn't do that, someone would have said " Hard to tell what size it is since you didn't include measurements"....or something to that effect, so I was being pre-emptive. But thanks regardless......

I agree with folks here, from the start, it looks too lean to be a wrench, more like part of a buckle or a lock or a part from a machine.
 
To me it looks like an older Gas line shutoff knock wrench.Brass,so it wouldn't spark,thick end to open and close with a hammer.
