It is part of a set, as I found one of the same style, different dino, on ebay. #250623155854
I also found one dated 1988 that features a pair of dinos, (one species) on one side and six dinos on the other side, which would mean it is a different series. #360204546538
An ebay store has 4 of those for sale.
Whether yours is older or newer than the 1988 series, I can't say. It is probably a premium or souvenir token. It could be from an educational book or game.
I could not find anything about a maker or history.
It is interesting though how many counties have currency or coins with dinosaurs.
