Electrical Service has to be buried at least 18" by code. You may pick up the induction, but would not be able to pinpoint the raceway as it is more than likely PVC. There are special units made for this that actually send a tone through the AC line and the receiver can pinpoint the signal at 4 feet.

Don't chance it.
 
I had to get the electric company to check my yard for anything in the ground before having a dish networks installed.
They didn't charge me anything here in Virginia.
