Why calibrate meter to 180?

The manual says 170 for a quarter. On all other machines the TID has room for a few more readings above the quarter(I.E. the X70 which the quarter reads 42, the half reads 44, and the silver dollar reads 46). Wouldn't calibrating the 180 meter to 170 on a quarter leave room for the more? I have one coming and am just curious.
 
Calibrate it to 180 on a clad quarter and a silver will read 181. It's just this, everyone else uses 180 so as you read and talk with others you will have a point of reference for comparing numbers. Clive's book gives you a lot of help with numbers based on the 180 standard.
I've never thought to see how high it goes, i'll have to check that out.
