Is this a skate key?
It is approx. 1 and 5/8" in length.
The turn handle swivels and the end is hollow.
I cannot make out any threads inside of it.
The diameter of the tubular part is approx. 3/16" outside and inside diameter is approx. 3/32".

I finally remembered where i have seen that shape winding key , it was not a clock but a metronome.
 
WOW!

That is a very real possibility since down the street in the sidewalk repair I kept finding little brass stepped gears of different diameters.
Hmm'
