What's it sash buckle? military?

I found this in a location that had items from the early 1800's up to the 1940's so i am unsure the age or the use. My thought was a sash buckle it is 4 inches by 3 inches with a snake and oak leave clusters. Any help with id, age, use or any info at all would be greatly appreciated. Thank you for looking.
 
It might have religious meaning, as the serpent that tempted Adam and Eve in the Garden of Eden.
 
I thought possibly religious but I do not know the significance of the Oak branch. If it was an apple tree I would feel more confident that it was religious.
