Whats it, a fireplace gas key?

found this in the ground, very heavy and 3/8 inch thick. Rusted area near bottom appears to be where a cotter pin maybe went through. i was only half thinking a key for a fireplace gas supply? Why the cotter pin then? thanks, CO
 
It was a roll pin,and that is actually the key part. The roll pin slid into a slot inside of the
valve body stem. They were used on gas lines as a shut off valve,to keep kids and others
from turning the gas on or off,either by accident,or curosity.

In other words it was just a removable handle for a supply line valve,for safety.
