What type / year is this saddle stirup I found

If the numbers are 77947 could B the year"1868"
 
That's not a U.S. Patent number. 77947 is not a stirrup and 11947 is a shoe part.

Yep,,Jan 19,1947,,,,,,,,,,,, or it could November,,9th 1947 ,,,too. lol

It's going to be hard to ID this any further,, because it's not U.S made.
