What the heck is this thing??? Please help ID my find...

I found this object in Newport, RI in a small wooded area right after a big storm. The island has a long tradition
of military presence protecting the entrance to Narragansett Bay and there is also some farmland not too far away from where I found it, so I wouldn't be surprised if the land I found it on used to be farmland.

The object seems to be made of some sort of copper alloy and has some patinized areas and some of the green oxidation as well as some rot around the edges. There are some areas that are discolored which seem like they were either enameled or maybe even plated at one time. There front has a hammered finish and there are two "pins?" on
the back.

None of the edges(interior or exterior) look like they have any friction wear to them but I can't help but this this is some sort of buckle perhaps for horse tack. Has anyone ever seen something like this before? I'd love to know what the heck this thing is.
