what is this medallion??

found this in an area of Middle TN where Civil War stuff is common, but also there were WWII manuevers held here. German POW were kept close by and some of them farmed for the locals. This is about the size of a quarter and reads "Fortis et Certus". The colors are vivid blue and yellow, it just does not come through in the picture.
The words are along the arched bottom parts.
What in the world is this thing????
 
Distinctive insignia of 52nd Infantry, U.S. Army. Motto <EM>Fortis et Certus</EM> is Latin for "Brave and True." Probably WWII period. Design authorized on Jan. 24, 1930.
