WHAT IS THIS DOING IN A PARK

Looks like .50 Cal slug...

They were used in aircraft so it could have been fired a long ways away and fell to earth. Mostly used in Military weapons.

Where?
 
Some kid took it out of Dad's collection to show his pals, and dropped it.

Now it's a long shot (kinda funny saying that) but it may have been fired from a weapon in the Navy Yard and fell into the park. That would be within range of the Navy yard for a .50 Cal if fired accidently.

Other than that I can tell you I have a eight .50 Casings and Bullets that the powder and primers are removed from on my mantle. There to remind me of some long shots taken while in the military.
