What is it?

...do the markings protrude out of the surface as it looks like in the pictures or are they recessed down into the metal as if they have been stamped?

Can you make out any more of the letters? The most I can make out is FIRI...
 
They protrude out,away from the surface. The circles along the edge look as though they were stamped. FIRI is all I can make out also. I wonder if maybe it's a fraternity token.
