Yea its a stoper plug for a bottle/or container (i have seen simuler plugs for realy old medical bottles) Looks like its at least 80-100 years old maybe older.
Just my 2 cents worth, Hope this helps
 
I believe a perfume bottle stopper,or one of those bottles ladies used to use to catch their tears and send to their lovers.
