Found in lake near turn of the century hotel.
"F&B Sterling" on the edge. (Foater and Bailey) but what is it?
 
It's half of a bell from a baby's rattle made by Foster & Bailey of Providence, RI in the 1870's-80's. Some fancy Victorian silver rattles had bells, whistles, and mother-of-pearl or coral teethers. Here are a couple (not by F& B) recently on eBay:
