What is it..? Any ideas..?

I just purchased a new machine and I am getting back into the hobby. I set it up, and began poking around the backyard. I am not sure just what this is that I've found, and wondered if anyone had any idea.
It appears to be stamped, and it's a little over an inch and a quarter square in area. It is really hard to make any of it out looking at it in person, and I wasn't able to get a great photo, but I will attach one.
It appears on the left there is a man with semaphore flags in his hands. On the right, there is a flag on a normal flagpole, and if you look really hard you'll see there's another man just below the flag on the pole. I think he may be "flagging back" to the man on the left.
As far as location goes, I am in west central Wisconsin.
Any ideas?

....and what looksto be garters just below the short-line, I will have to say boy scout. Also looks like the letter 'A' (we use to learn these things when I was a boy scout. Man...could I go on a rant!)
Just so happens I have a FOB on my desk, one I found about 3 years ago. I always wondered if it was Teddy & the Roughriders or just a guy from Humperrub Mountain.
