What in the world is this?

I found this on old farm property in Green County,TN. It's about 4" long. Anyone have any ideas what it could be?

This is the original hand-held version of a Pac man game.

Just kidding, I have no clue but probably a specialty wrench of some sort.
 
It looks like it would fit different sizes of bolt heads and nuts. A non-adjustable wrench. It looks like it would chew them up pretty good, so maybe it is a nut rounding tool.

Love the Pacman reference! Great find... Those kinda things are always fun to find. I dug up part of a farm implement today, rang up as a quarter at 10" Congrats!
