What did I find?

Still sick today so I thought I'd post a find from a month ago.
I was thinking it was a homemade car but the wheels look like a trains wheels with a flange. But the ends dont have a way of hooking another one to it.
What do you think?

Possibly the old rubber tires rotted away and were held on by the flange? Does the axel go through? what does the top look like? How big is it?

Its about 3 ". The axels go straight through. And your looking at the top. I thought it was homemade because its like a flat sheet of metal with all 4 sides bent 90 degrees and the 2 axles.
