What are these tokens?

Just a guess... could they be numbered tags for beach locker keys?
 
I thought crematory tags had the cemetery's name on them, could be wrong. Might check to see if there is a funeral home by the name of Cook's or maybe used to be one....

Those appear to be carpenter tags. They used to use them to sign out tools.

That could be possible, especially if there are piers around. They don't look like any crematorium tags I've ever found.

If you do a little research as to where your finding them, I am POSITIVE you will find a Cook's beach or beach house along with a Bushman. Some of mine have brass pins attached and others iron skeleton keys that are very rusty. If yours had skeleton keys on them and your in salt water, the key is probably rusted to nothing.
