What are these things?

The tool is 14 1/4" long and weighs just on 2 pounds. It seems to be made of brass and the letters might stand for "San Francisco Water Dept." or "Some Fricker With Detector!" I found it in north central Calif. It was found in the same area as the double ringed object. Between the two rings it says 2 3/8. It is 4" long. What are they?
The little silver object could be part of an earring. It is only 5/8 inch long.

I'd say the first one is some sort of cutoff wrench for probably a water valve. Brass to Brass contact.
 
The square hole is for turning off/on the water flow valve at the top of a hydrant. On the handle end is a scanner wrench for loosening/tightening caps by their side flanges and loosening/tightening the brass couplings of a hose.
