While stationed in the Panama Canal Zone in 1967, I uncovered this item. It is made of brass (like a pot metal pour), and measures 6 inches by 5-1/2 inches. On the reverse side is stamped the numbers 1797. I'm thinking it might be an ink bottle stand??
 
My guess is fancy note pad holder...pen goes across the hooks at the bottom.

Thanks Curt; I had thought it was an ink well stand. Have it displayed with an antique ink bottle setting in it nicely. Gus
