was this a small civil war buckle ????

Hello, I found this close to my home in central Ohio, not known for much civil war activity. found it with a 1916 Wheatie next to an old wooden school house...its an inch and 3/4 in diameter and had two backing plates behind it, not in very good shape but if it's a buckle it would be my first :cheers:.....any help is greatly appreciated thanks bob.
 
off of a horse bridle. Goes on the side what attaches to the bit. At least that is what it looks like to me, without anything to scale it too. But pretty sure on this one.
