Very old roofing hammer/hatchet ????

I'm hoping someone can give some information on and put a date on this hammer/hatchet. Dug this while detecting with my hunting partner Paul. Paul thinks this is very old because it looks to be hand forged and it does not have a hole for the handle. It appears the handle would be attached the same say Indians would construct tomahawks.

Thanks for any info you can supply.

Does it have a hole in the small end ? What is the size?
