Vaquero stem adjustment

When trying to adjust the length of the stem the cam rubs against the upper plastic stem scratching it very badly.Loosening the cam all the way doesn't help.Cosmetically,it looks pretty bad.Has anyone else experienced this problem?
 
I have had problems with a few Tesoro detectors (even new in the box) over the years where the lower rod was very hard to extend or retract in the middle rod. Either the lower rod is out of round or a tiny bit too big in diameter.
