2 for each mode, I don't think it has anything to do with draining the battery faster by storing your custom program versus the factory program.

Two for each mode, meaning 4? Example, 2 for park 1 and 2 for park 2 etc., etc.?

No....2 for park 2 for field 2 for beach and 2 for gold.....8 total custom programs....
 
Plus one User Profile, total 9. The ones you save for each factory program (park 1, park 2, etc.) do not add to those programs they modify each one. No matter what you do you will never have more than 9 total programs.....8 modified factory ones and 1 user.
