Upstate New York Lake

I'm hunting a lake in upstate New York in an old swim area - half of it is rock and half is sand, the water level changes from 4 to 8 feet. I found a bracelet on top on the rock area before but my problem is I cant dig the target because of the rocks (there must have been an old dock there at one time). In the swim area they put so much sand over the years that even with my scoop I'm having trouble digging and finding the targets. Seems like the only way I have been able to do anything is by snorkeling and seeing things on the rocks or pin pointing my targets in the sand but then I still have to keep going down in the water to see where I am digging. Any ideas? Scott
