Unknown measurement tool

I am sorry I had to cut this photo up so much but that size restriction thing........

This was dug in a CW area, the measurements seem odd, any ideas?
 
Looks like the arm of an old weight scale...the numbers would be pounds...the groove s would keep the hanging counter weights from sliding.....
 
I would guess mid to late 19th century so it could be CW vintage. The counter weights could be iron and might be nearby. I have found iron weights but not the scales they belonged to.
