found these things about a year apart in two different parks in the same area wile looking for old coins the area is near were an US army hospital was in ww2.
they have eastcoast on one side & a 6 digit number on the other witch is different on each one the wire part is sprung loaded & when pressed opens the small hoop they are made of brass.
i"m quite intrigued with these things & would really like to know what there for.

Looks like something that you might use to keep a cabinet or a drawer shut.Probably something that doesn't need to be pad locked.
 
Looks like the hooks they use to hang the curtains that divide exam areas in a hospital...

Looks like quick-release ends to a strap. The strap would have been stitched to the non-opening side. Similar ends have been used on some camera straps. gml
