Reliable and versatile detectors for underwater use are generally expensive but my task is much simpler. It is to find large targets like iron or bronze cannons that are buried in, say, up to a meter and up to 10 meters underwater. I think a simple and cruder device would be adequate for this task. Can anyone suggest inexpensive equipment for this?

NOT inexpensive, but JW Fisher makes devices that you are looking for. A detector 8X, a boat towed detector or if your pockets are deep enough a ROV whould do the job, that's what they are built for.
