I know it's a oil plug for oil barrel by I have no idea what year it was made.

They still make and use that style. Its probable that your question is unanswerable.
You might try and research the patent date for a beginning and any updates incorporated.
 
Earliest it could be is 1921. "Other patents pending" would make me believe that it isn't too far from that date but I'm no expert on bungs. A true monkey wrench is hard to find today although a regular pipe wrench is called one today.
