Toy Soldier Red Cross Nurse? And Can You Place Age/What War?

Wanted to also show you guys something I dug a while back that I took some pics of today to see if somebody can date it. It's what I guess is a red cross nurse based on the cross on her chest and still a tiny bit of red clinging to that. I dug her at an old farm house in the front yard. A good bit of paint still sticks to her. She's got a white veil over her hair. I don't think they had the red cross during the civil war so I'm guessing she was from a toy soldier collection after that war or perhaps even newer into WWI maybe? If anybody can place her I'd appreciate that. She has enough weight to be made of led but might be some other somewhat slightly lighter metal. I laid a clad quarter by her to judge size. She might have some writing or a date on top of the pedestal but I hate to wash her further to get the dirt off as that might take off some paint.
 
I believe there were nuns that worked as nurses for the Red Cross. Your figurine looks like she could be wearing a nuns habit.
 
looks like it could be a religious figure. these are similiar,and were found in CW camps or battle sites. these would date to CW period.
normally in the small metal container,but i've only found one complete with the container.
