Brisk winds up to 15 km/h combined with temperatures near or below minus 30 degrees Celsius will generate extreme wind chill values below minus 40 until mid morning.

At these extreme wind chill values frostbite on exposed skin may occur in less than 10 minutes.
 
Heck no.....I do have limits. My cutoff is usually around -15C, depending on the wind. I pulled that pic off the net. The poor guy.....Lots of homeless people end up in emergency at the hospital I used to work at suffering with frost bite. I have worked with patients who had gang green in their feet and legs which had to be amputated either the foot or below the knee.
