Doesn't ring, made of brass, no threads in small hole.

I wonder if that was made to put on the top of a candle to make it burn longer or better. The wax would squeeze out the top alongside the wick as it burned.
Just a guess.
Could also be part of a candle snuffer like you said. Maybe the other part was riveted to it?
 
Could possibly be a brass spacer that fits between a glass lamp font and the base. There was a small steel rod that attached the font to the base and this would have covered it. Dale
 
Its the top of an insence burner.The insence is lit and this is set down over it to keep hot sparks from bobing into the surrounding area.
