I just noticed that every time someone post a thread it is at the top of the list but an old thread can replace it if someone leaves a reply. Is this suppose to happen?

If anyone reply to a topic it move the topic back to the top so you will always know that any new replies will always be on the first page at the top of the page ..
If someone haven't visit the forum for months then suddenly replied to an old post on page 7 then you would see that there 1 new post somewhere but would ahd to flip thur all those pages to find it so with Float-to-Top .. it bring that topic with it new reply back to the top on the first page ..
If you don't want it and you are registered and logged in then you can turn it off .. at the top of the message index you see an something like Welcome, (your username) There are a total of # new unread messages! and under that is a Float-to-Top switch which you click on to enable it or disable it ..
Also you can turn it off and if you see there a new post but can't find it then turn the Float-to-Top back on to move the post back to the top on first page then read your new post and turn it off when your done reading and it should go back it where it oringally was posted by time and date order like the old forum ..

The part in RED is the part you need to be concerned with. Yours is "Enabled". Change it to "Disabaled". Problem solved.
